ERB - Employees Retraining Board
The Employees Retraining Board is an independent statutory organization established in 1992 under the Employees Retraining Ordinance. The courses offered by the Council are market-oriented, employment-oriented, and flexible to meet market changes.

Service object

In December 2007, the Bureau expanded the scope of its service targets to cover persons aged 15 or above, with sub-degree or below education level, and repositioned in mid-2008 to promote the "Manpower Development Plan" and introduce "sustainable development" into the curriculum The elements help trainees gain recognition, and even professional qualifications, and build a learning ladder for trainees.
 
Training Courses

In order to meet the needs of different service targets, the Bureau provides diversified "Manpower Development Program" courses, including "Employment-Linked Courses" for the unemployed, "General Skills Training Courses" applicable to cross-industry, and training courses to help working people improve their skills. "New Skills Upgrading Program" courses, as well as "Youth Development Programs" for specific service targets, courses for persons with disabilities and work-related injury rehabilitation, courses for rehabilitated persons, courses for ethnic minorities and new arrivals courses taught in English. The Bureau actively expands professional certification courses, including industry certification courses, public examination preparation courses, "National Vocational Qualification" certificate courses, etc., to assist students in obtaining recognized qualifications and embarking on the professional ladder. Most of the courses of the Council have passed the accreditation of the Hong Kong Council for Accreditation of Academic and Vocational Qualifications. They fall into the first to fourth levels of the qualifications framework to establish the quality and acceptance of the courses.
 
ERB Service Center

The Bureau has set up three service centers, located in Kowloon East, Kowloon West and Tin Shui Wai respectively, as the regional window of the Bureau’s courses and services, providing immediate, in-place and diversified self-help and support services for people in need of training and employment, as well as local District training course information to assist service targets in all-round value-added promotion.
